Skilling Classrooms, Empowering Careers: IOEMS Announces Ambitious Ten-State Education Teachers Initiative
Proposed programme seeks to prepare qualified young people as Skill Education Volunteers-cum-Learning Facilitators for participating CBSE-affiliated schools
India’s young population represents an enormous source of talent, creativity and economic potential. Yet many educated job seekers continue to face a familiar challenge: possessing an academic qualification without receiving sufficient practical exposure or a clear pathway into employment.
Indian Outsourcing Employment Management Services (IOEMS) is seeking to address this gap through training, employment information and project-linked application facilitation. Its initiatives are designed to help eligible young people develop practical capabilities and prepare for opportunities connected with community services, digital platforms and vocational education.
Building Experience Through Community-Based Initiatives
IOEMS has previously highlighted its involvement in the Annadata Farmers Registration Card Programme, under which unemployed youth may be trained to undertake Block Coordinator responsibilities.
The proposed role of a Block Coordinator includes supporting farmer-registration activities, organizing awareness programmes, coordinating field-level communication and assisting agricultural communities in accessing relevant project services.
By involving trained candidates at the local level, the programme seeks to combine youth engagement with rural outreach. Participants receive exposure to public interaction, digital documentation, field coordination and community-service responsibilities—skills that can support their wider professional development.
IOEMS has also promoted training for candidates interested in digital ticket-booking and passenger-assistance services. The programme is intended to familiarize participants with customer support, digital ticketing procedures, platform usage, record management and professional conduct.
Any railway-ticketing appointment or authorization must, however, be issued by an appropriately authorized service provider. Completion of training alone should not be treated as confirmation of appointment, deployment or railway authorization.
Extending the Employment Mission to Education
IOEMS is now preparing to expand its youth-development activities through a proposed educational NGO project named the:
Engagement of Skill Education Volunteers-cum-Learning Facilitators Programme
The proposed initiative aims to prepare qualified unemployed youth to support practical and vocational learning in participating CBSE-affiliated schools.
Following the prescribed training, assessment and document-verification process, suitable candidates may be considered for engagement as Skill Education Volunteers-cum-Learning Facilitators, subject to confirmed school requirements and written authorization from the responsible engaging organization.
Unlike conventional classroom instruction based primarily on textbooks, the programme intends to emphasize activity-based learning, demonstrations, supervised projects, workshops and practical exposure. Facilitators would help students understand how academic knowledge can be connected with technology, entrepreneurship, creativity and the modern workplace.
Ten States Identified for the Proposed Programme
The initiative is proposed for implementation in:
Punjab, Madhya Pradesh, Chhattisgarh, Odisha, Telangana, Andhra Pradesh, Tamil Nadu, West Bengal, Bihar and Uttar Pradesh.
Through this multi-state approach, IOEMS seeks to create opportunities for qualified candidates closer to their home regions while expanding access to skill-oriented learning for school students.
Actual implementation in each state will remain subject to formal notification, confirmed institutional participation, subject-wise requirements and authorization from the relevant implementing organization.
Preparing Students for a Changing World
The employment market is evolving rapidly. Digital technology, artificial intelligence, entrepreneurship, healthcare, financial services, tourism, media and specialized trades are becoming increasingly important across the economy.
The proposed facilitators would introduce students to practical and career-oriented subjects according to their qualifications and the requirements of participating schools. These may include:
Artificial Intelligence, Information Technology, Software Coding, Data Science, Digital Marketing, Financial Literacy, Banking and Insurance, Retail Business, Store Operations, Agriculture, Healthcare, Travel and Tourism, Mass Media, Multimedia, Electronics and Hardware, Web Development, Beauty and Wellness, Handicrafts, Food Production, Accounting, Taxation and other vocational disciplines.
Such learning can encourage problem-solving, creativity, teamwork, digital confidence and an understanding of real-world occupations. It can also help students make more informed decisions about higher education, vocational training, employment and entrepreneurship.
For trained young facilitators, the programme may provide an opportunity to apply their subject knowledge, improve their communication abilities and gain experience in teaching, mentoring and classroom management.
Minimum Educational Qualification
An applicant for any skill subject must possess both of the following minimum qualifications:
- Passed Higher Secondary or Class 12 from a recognized board; and
- Possess a diploma in the relevant subject, skill or trade from a government-recognized board, institution or university.
Applicants possessing a relevant degree, advanced diploma, recognized professional certification, industry experience or previous teaching and training experience may receive preference according to the requirements of the participating school and engaging organization.
Eligibility alone will not guarantee selection. Engagement will remain subject to the availability of confirmed positions, scrutiny of documents, prescribed selection procedures, successful completion of training and institutional requirements.
An Opportunity to Learn, Teach and Serve
The proposed programme presents a two-way model of development. Students may receive practical exposure to skills connected with future education and employment, while qualified unemployed youth may gain a structured opportunity to teach, mentor and contribute to their communities.
If implemented through transparent procedures and verified institutional partnerships, the initiative could help create a meaningful connection between vocational knowledge and school education.
It may also support a wider culture of self-reliance by encouraging young people to view their technical knowledge not simply as a qualification, but as a resource that can be shared, applied and converted into professional experience.
Transparency and Candidate Protection
IOEMS functions primarily as an employment-information and application-facilitation platform. It is not a government recruitment board, CBSE recruitment authority or direct government employer.
The reference to CBSE-affiliated schools describes the proposed place of engagement and should not be interpreted as recruitment conducted or guaranteed by CBSE.
Before applying or accepting an engagement, candidates should independently verify:
- The official state-wise recruitment notification;
- The identity of participating schools;
- The number and category of confirmed vacancies;
- The name of the authorized engaging organization;
- Selection, training and document-verification procedures;
- Remuneration, tenure and service conditions; and
- The authority issuing the appointment or deployment order.
Applicants should avoid unauthorized agents, unofficial payment requests and unverified social-media notices. Any applicable charge should be transparently disclosed in the official notification and supported by a valid receipt and clearly stated terms.
Apply Only Through the Official Portal
Candidates should submit applications only after the relevant state-wise notification and application link have been formally published.

By bringing together vocational knowledge, school education and youth participation, the proposed IOEMS initiative seeks to transform skills into service and qualifications into meaningful professional experience.
For eligible young people looking for an opportunity to learn, teach and contribute, the Skill Education Volunteers-cum-Learning Facilitators Programme could become a promising step towards confidence, employability and financial self-reliance.
