A complaint has been submitted to the Prime Minister’s Office (PMO) seeking an investigation into the incorporation and functioning of Inner Bloom Ventures LLC, Dubai, and alleged financial and corporate links involving its purported controller Jawahar Kotwani, his son Ankit Kotwani and individuals named in connection with the Mahadev Betting App investigation.
According to the complaint, a copy of which was submitted to the PMO and bears an official receipt stamp dated September 7, 2026, the complainant has sought scrutiny of the company’s alleged financial infrastructure, cross-border transactions and the induction of Dheeraj Ahuja as an employee.
The complaint alleges that Jawahar Kotwani had approached an individual identified as Sachin Sharma in Dubai regarding assistance in establishing a company there. It further alleges that Kotwani subsequently returned to India and that information concerning his alleged association with Dheeraj Ahuja and Vishal Ahuja came to light thereafter.
The complainant has relied, among other material, on purported WhatsApp communications relating to Inner Bloom Ventures LLC. The complaint alleges that an individual identified as “AK”, stated to be Ankit Kotwani, was involved in administrative processes concerning the company and that an email address attributed to Jawahar Kotwani appeared as an approving manager’s email in connection with the company’s SHAMS portal application.
The complaint further refers to WhatsApp communications concerning the proposed employment of Dheeraj Ahuja, alleging that his employment and visa-related formalities were being processed through Inner Bloom Ventures LLC. According to the complaint, the records mention Dheeraj Ahuja’s designation as Sales Executive, remuneration of AED 50,000 and a two-year employment contract.
Reference to Mahadev Betting App investigation
The complaint also raises questions concerning Dheeraj Ahuja’s alleged connection to the wider Mahadev Betting App investigation, citing a newspaper report and other material annexed with the complaint.
It alleges that the CBI had filed a chargesheet naming Dheeraj Ahuja and Vishal Ahuja in connection with the case and refers to allegations concerning offences under the Prevention of Corruption Act and provisions of the IPC. The complaint also refers to reports concerning alleged hawala transactions and proceeds of crime in the wider investigation.
These allegations are contained in the complaint and the accompanying material; the filing of a complaint or reference to an investigation does not by itself establish criminal liability.
Probe sought into financial trail
The complainant has requested the competent investigative agencies to examine whether any corporate, financial, commercial, personal or operational nexus existed between Inner Bloom Ventures LLC, Jawahar Kotwani, the Ahuja brothers and other persons or entities associated with the Mahadev Betting App investigation.
The complaint further seeks examination of whether the Dubai-based entity was allegedly used for receiving, transferring, routing or layering funds and whether any cross-border movement of funds took place. It specifically calls for verification of the complete money trail, including any alleged onward transfer of funds to foreign jurisdictions.
The complainant has also referred to a separate complaint allegedly pending before the DCP-EOW, New Delhi, concerning an alleged financial loss of approximately Rs 9 crore and USD 750,000, which the complainant alleges was siphoned off, diverted or otherwise misappropriated. The complaint asks authorities to examine whether the two sets of circumstances have any connection.
Documents submitted with complaint
Among the documents listed as enclosures are purported WhatsApp conversations involving Jawahar Kotwani, Ankit Kotwani, Dheeraj Ahuja and Vishal Ahuja; bank transfer receipts concerning Horizon Wings Tourism LLC and 3S Global Corporate Services; Emirates ID and passport documents; and a voice message attributed to Sachin Sharma along with its transcript.
