Indian Outsourcing Employment Management Services (IOEMS) is working to create such pathways through training, employment information and project-related application facilitation. Its approach focuses on preparing unemployed youth for practical responsibilities connected with community development, digital services and vocational education.
The organization’s latest proposal—the Engagement of Skill Education Volunteers-cum-Learning Facilitators Programme—seeks to connect qualified youth with skill-based learning requirements in participating CBSE-affiliated schools across ten states.
Employment Support with a Grassroots Focus
IOEMS’s youth-development activities have included programmes intended to prepare candidates for community-oriented responsibilities.
Through the Annadata Farmers Registration Card Programme, unemployed youth may be trained as Block Coordinators. Their proposed responsibilities include supporting farmer-registration activities, coordinating local awareness programmes, maintaining field-level communication and assisting agricultural communities with access to relevant project information.
The initiative seeks to create a local support network in which trained young coordinators can serve their communities while gaining experience in communication, documentation, digital systems and field administration.
IOEMS has also promoted training for candidates interested in digital ticket-booking and passenger-assistance services. The programme may provide practical orientation in customer support, ticketing procedures, digital-platform usage, record management and responsible service delivery.
Any final railway-ticketing authorization or engagement must be issued through an appropriately authorized service provider. Participation in training should not be interpreted as independent confirmation of railway or IRCTC authorization.
A New Opportunity in School Skill Education
IOEMS is now preparing to apply its training-and-facilitation model to education.
The proposed Skill Education Volunteers-cum-Learning Facilitators Programme aims to identify candidates possessing qualifications in technical, vocational and professional subjects and prepare them to support practical learning for students from Classes VI to XII.
Suitable candidates may undergo training in teaching methods, classroom communication, project supervision, student safety and activity-based learning. Following successful assessment and document verification, they may be considered for engagement in participating schools, subject to confirmed requirements and authorization from the responsible engaging organization.
The facilitators would not simply deliver lectures. Their proposed role would include conducting demonstrations, guiding student projects, organizing workshops and helping learners understand how different skills are applied in workplaces, businesses and everyday life.
Ten States, One Skill-Development Vision
The initiative is proposed for:
Punjab, Madhya Pradesh, Chhattisgarh, Odisha, Telangana, Andhra Pradesh, Tamil Nadu, West Bengal, Bihar and Uttar Pradesh.
Actual implementation will depend upon formally confirmed school participation, subject-wise requirements, available positions and written authorization from the relevant implementing organization.
The term “CBSE-affiliated schools” refers to the affiliation status of participating institutions. It does not imply that recruitment is being conducted, sponsored or guaranteed by CBSE.
A Wide Range of Practical Subjects
Depending upon school requirements and the qualifications of selected candidates, the programme may cover subjects such as:
Artificial Intelligence, Information Technology, Software Coding, Data Science, Digital Marketing, Financial Literacy, Banking and Insurance, Agriculture, Healthcare, Retail, Travel and Tourism, Mass Media, Photography, Multimedia, Electronics and Hardware, Web Development, Accounting, Taxation, Beauty and Wellness, Handicrafts, Pottery, Embroidery, Food Production and other vocational trades.
Exposure to these subjects can help students understand the relationship between education and employment. Practical activities can also strengthen creativity, problem-solving, teamwork, communication and entrepreneurial thinking.
For young facilitators, the classroom may become a place to transform technical knowledge into professional experience. Teaching and mentoring can help them develop confidence, leadership and communication abilities while contributing to the growth of school students.
Minimum Qualification
An applicant for any skill subject must possess both of the following:
- Passed Higher Secondary or Class 12 from a recognized board; and
- Possess a diploma in the relevant subject, skill or trade from a government-recognized board, institution or university.
Candidates with a relevant degree, advanced diploma, recognized certification, industry experience or previous teaching and training experience may be given preference according to the requirements of the participating school and engaging organization.
Possession of the minimum qualification does not guarantee selection. Engagement will remain subject to confirmed vacancies, document scrutiny, assessment or interview, completion of training and institutional approval.
Converting Knowledge into Service
The strength of the proposed programme lies in its ability to address two needs simultaneously.
It may help schools provide students with greater exposure to practical and career-oriented education. At the same time, it may offer qualified unemployed youth an opportunity to apply their knowledge, gain experience and contribute to their communities.
This approach reflects an important principle: skills become more valuable when they are used, shared and continuously developed.
With transparent implementation and verified institutional participation, the programme could create a constructive bridge between education and employability—helping students explore future careers while enabling young facilitators to take a meaningful step towards professional and financial independence.
